Globalbase

At Aug. 6 (Mon.) 2007 (Japan time zone) some servers of sourceforge.jp are stop for maintenace. Some functions of the GLOBALBASE homepage are depending on them.
Following are considered.

1. Disabled donwloading the GLOBALBASE applications.
2. Disabled some icons on the homepage.
3. Disabled some links to sf.jp.
